UEFA fines Chelsea, Newcastle, Juventus 14 others over financial rule breaches

UEFA has sanctioned 14 clubs, including Chelsea, Aston Villa, Newcastle United and Juventus, for breaching its financial sustainability regulations during the 2025-26 season.

The sanctions, announced by UEFA’s Club Financial Control Body, cover violations of the football earnings rule, squad cost rule and financial reporting requirements.

Juventus and Newcastle failed to comply with the football earnings rule and agreed to three-year settlement plans that require them to meet annual financial targets and achieve full compliance by the end of the 2028-29 season.

Juventus received a €20 million fine, with €14 million suspended subject to future compliance, while Newcastle were fined €10 million, of which €7 million was suspended. Both clubs will also face restrictions on registering new players for UEFA competitions, with tougher sanctions—including possible exclusion from European competitions—if they fail to meet the agreed targets.

OGC Nice, Santa Clara, FC Astana and FK Partizan were also found to have breached the football earnings rule, attracting fines of varying amounts.

UEFA also penalised nine clubs for exceeding the squad cost limit, which restricts spending on player and coach wages, transfers and agent fees to 70% of club revenue and profits from player sales.

Aston Villa received a €22.5 million fine, while Chelsea and Newcastle were each fined €3 million. Other sanctioned clubs include Nottingham Forest, Fiorentina, Fenerbahce, Strasbourg, AEK Athens and Nice.

UEFA noted that Chelsea and Aston Villa had shown improvement in their financial positions despite their breaches. Bologna and Napoli exceeded the squad cost threshold but avoided sanctions because their financial surpluses offset the violations.

In a separate case, FK Vardar Skopje were fined €250,000 for submitting incomplete financial information and warned they could face exclusion from future UEFA competitions if the offence is repeated within the next three seasons.
