FCT LEAD-P kicks off in FCTA

It was the launch of the FCT LEAD-P (Leadership Development Programme), an initiative designed to cultivate future leaders within the Federal Capital Territory Administration. out of this number only 100 will be chosen for the 6 months intensive training thereafter.

FCT LEAD-P is one of the three Core Training Programmes established under the Federal Civil Service Strategy and Implementation Plan (CSSIP) for the years 2020 to 2025,.

This programme, according to Dr Jumai Ahmadu Acting. Director RC&SID and the Programme Coordinator

FCT LEAD-P is specifically targeting at civil servants in Grades Level 10 to 14.

This initiative, she said comprises a cohort of highly talented individuals deemed essential for the succession planning and transformative efforts within the civil service.

The programme is however, strategically designed to attract, recruit, and nurture these individuals through a comprehensive array of activities.

LEAD-P is regarded as a pivotal element for the future of public service, with its guidelines informed by the FCSSIP of 2025 and the policies governing Leadership Management and Succession Planning in the Civil Service.

Then what are the goals and objectives of FCT-LEAD-P, one may ask.

The primary goal of FCT-LEAD-P is to cultivate the next generation of leadership within the Federal Capital Territory Administration via an enhanced capacity-building programme.

The objectives, one is told, are amongst others to annually train a minimum of 100 officers at Grades Level 10-14, equipping them to assume leadership roles within the service after a carefully selected/ examination process.

This is to create a foundational platform for effective succession planning. It is also to prepare and develop high-potential employees for future leadership positions.

And to establish a pool of officers available for strategic, service-wide assignments that involve providing technical support to political leadership and heading critical project teams within the administration.

The LEAD-P is to enhance the knowledge, skills, and attitudes prevalent within the civil service so as to foster a culture of self-development among civil servants.

In the meantime, the successful candidates will undergo a six months training programmes to equip them for the task ahead.

The Permanent Secretary, Common Services, Mr. Babatunde Rotimi Ajayi at the Opening Ceremony of the 1st Cohort of the FCT LEAD-P Programme described the event as marking a significant and transformative chapter in the journey toward building a dynamic and efficient civil service “here in the Federal Capital Territory.

“As we gather to celebrate this important milestone, I want to express my sincere gratitude to each one of you for taking the time to be around as your presence signals a shared commitment to excellence and leadership in our public service. ”

Ajayi explained that the FCTA was proud of the caliber of participants and individuals who have shown exceptional dedication and potential in their respective roles.

He re-emphasised that the FCT LEAD-P Programme has been conceived with a vision to empower civil servants, especially those on Grades Level 10 to 14, with the essential skills and knowledge required for effective leadership.

According to him, in an era characterized by rapid change and increasing complexity in governance, “we recognize the need for leaders who are not only proficient but also innovative, resilient, and adaptable.

This programme is therefore not just an educational endeavor; it is a gateway to self-discovery and professional growth.

Over the coming weeks, he explained that they will have the opportunity to engage with thought leaders; partake in interactive workshops, and develop a deeper understanding of the nuances of effective governance and public administration.

He therefore encouraged each of them to approach the programme with an open mind and a willingness to share own experiences and insights.
“Learning from one another is often the most rewarding aspect of such initiatives and together, we can foster a collaborative spirit that will enrich our learning and ultimately lead to the collective improvement of our civil service.

“Our commitment extends beyond mere training; it is about nurturing a culture of leadership that resonates throughout every level of our administration.

Each successful cohort of this program will be regarded as the Elite crop of civil servants, distinguished by the depth of knowledge and expertise they have acquired .

“The impact of this training is not confined to your respective departments alone. The insights and skills gained here cut across all aspects of governance and service delivery.

“It is our expectation that you will become ambassadors of excellence, driving positive change and fostering a more efficient and result-oriented civil service.

As you embark on this exciting journey, remember that you are not alone. The support of your fellow participants, mentors, and facilitators is an invaluable resource. Embrace this opportunity to connect, collaborate, and grow together.

While congratulating each of them on their selection into this first cohort of the FCT LEAD-P Programme while acknowledge their hard work and dedication, which have brought them here.

The Permanent Secretary however expressed confidence that they will emerge as exemplary leaders, ready to tackle the challenges ahead and contribute to a brighter future for FCTA civil service.

In her keynote address, the Head of the Civil Service of the Federal Capital Territory Administration, Mrs Grace Adayilo, said the programme marked a significant milestone in the ongoing commitment to enhancing leadership capacities within the Federal Capital Territory Administration.

The Federal Civil Service Strategy and Implementation Plan (FCSSIP) has outlined the path forward, identifying the need for targeted training and capacity building among the professionals, particularly those in Grades Level 10 to 14.

The Head of service said the establishment of the FCT LEAD-P Program is a crucial step toward ensuring “we have a pool of highly skilled and capable leaders ready to take on the challenges of governing our vibrant capital territory.”

According to her, “as you embark on this transformative journey, I want you to take a moment to reflect on the profound impact this programme will have not just on your individual careers, but on our civil service and the communities we serve.”

She therefore said each of “you represent immense potential, and it is our responsibility to unlock and nurture that potential for the greater good.”

The goals that have been set forth for this programme, according to her, are ambitious yet achievable. We aim to train a minimum of 100 officers every year, cultivating a new generation of leaders who are equipped not only with the requisite knowledge and skills but also with resilience, adaptability, and a strong commitment to our shared vision of public service excellence.

“Our objectives are not merely bullet points on a strategic plan; they resonate with the heart and soul of our collective mission. From establishing a solid foundation for effective succession planning to foster a culture of self-development, each element is designed with intentionality to enrich the civil service landscape.

She therefore encouraged all to engage actively throughout this programme by embracing the opportunities for learning, networking, and personal growth that lie ahead.

She therefore charged them to take full advantage of workshops, mentoring sessions, and collaborative projects.

These experiences will not only enhance their capabilities but will also weave a fabric of mutual support as they strive for excellence together.

She noted that while “we have high expectations for all participants; I understand that not everyone may complete this programme successfully on their first attempt. However, I urge you not to be discouraged. As long as you remain within the required grade level and have at least 10 years of service within the system, you will have another opportunity to participate.”
